A retarded/neutral system is sensitive to instability due to delay. A knowledge of maximum
allowable delay (τ) or tolerable delay is thus useful for controller design and stabilization. This article
proposes a method to compute a tolerable delay time for a Linear-Time-Invariant-Time-Delayed-System (LTITDS)
with state-PID feedback control. The method proposed is based-on Lienard-Chipart criterion, which
reduces the number of determinants to be evaluated. The proposed approach is compared with the matrix pencil
method. Three case studies serve to demonstrate the effectiveness of the method.
